Box Elder City Council approves rezoning first reading, contract amendments and Patriot Day staffing; consent agenda passes

On a first reading, the council approved Ordinance 753 to rezone a vacant parcel on Southgate Road from General Residential 4 to Highway Service. Planning and Zoning Director Laura Lee Patton said the lot is adjacent to two lots already zoned Highway Service and the applicant intends to replat and combine the parcels. Randy Welch, who identified himself as the property owner with Bridal Properties, spoke in favor of the change, saying the lot has been vacant and that he plans fencing and a utility easement as part of the replatting.
The council also approved an amendment to the city's agreement with A-1 Development Solutions to provide additional support to the economic and community development director; Nicole Schneider said the change is minor and within her approval limits but brought the contract amendment to council because it modifies an existing agreement.
Scott Lang, city engineer, requested moving the public hearing on assessments for Cimarron Drive and Chisholm Drive from Sept. 17 to Oct. 1 to allow more time for analysis and notice to affected property owners; the council approved the date change.
Chief of Police Jason Dubs presented an agreement with PeopleReady (formerly LaborReady) to provide six temporary personnel for Patriot Day operations; the council approved the contract and authorized the mayor to sign associated documents.
The meeting began with approval of the consent agenda, which included several committee-sent items such as a bid award for Prairie View Water Storage Tank No. 4 and contract amendments related to Highway 1416 trunk sewer work; council approved the consent agenda by roll call.
