Appearance Review Board approves revised commercial fence and decorative columns for 320 South Dub Street

The Town of Oakland Appearance Review Board on April 7 voted to approve a revised commercial fence and decorative columns at 320 South Dub Street.
Taylor Hake, the contracted town planner presenting the case, told the board the property is about 1.25 acres within the urban corridor design district and that staff had previously approved a six-foot fence to screen fleet vehicles. The applicant returned to the board seeking approval to add six decorative columns framing the northern entryway. "The intention is for that same six foot high privacy fence… this time with six foot four inch decorative columns around the existing parking area to the north of the property," Hake said. Hake also summarized applicable code requirements, including that fences visible from the right-of-way must be decorative and accompanied by a three-foot hedge and that decorative columns may extend up to 8 feet in height.
Staff concluded the proposed fencing and column materials are consistent with Section 3214 of the Town of Oakland Land Development Code and recommended approval. "Staff does find the proposed fencing and columns substantially compliant with the Town of Oakland's Land Development Code Design district requirements and does recommend approval," Hake stated.
The applicant's contractor, Kenny Welch of Performance Fence & Rail, introduced himself at the podium and said he supported the design and was available for questions. "My name is Kenny Welch. I'm Performance Fence and Rail and I will be the fence contractor for 320 South Dub," Welch said.
A board member said the caps were acceptable and posed no substantive design concern. Vice Chair Gill moved to approve the revised commercial fence; the motion received a second and passed by voice vote.
Per the presentation, the columns are roughly 6 ft 4 in tall, about 2 ft by 2 ft in cross-section, and intended to frame the northern gated entrance; the fence remains a six-foot privacy fence. The approval covers only the fencing and columns; other site improvements will follow separate review processes.
