Box Elder council continues a preliminary plat and approves loan payoff, geotech contract and vehicle purchase

At its Oct. 1 meeting the Box Elder City Council removed and continued a preliminary plat (item 10d) for further review, approved geotechnical borings for a pedestrian bridge ($3,050), declared a 2017 Dodge Ram surplus and approved buying a 2023 replacement, and authorized early payoff of an SRF loan, which will remove a $7.85 utility surcharge on Oct. 15.
The Box Elder City Council took several procedural and fiscal actions Oct. 1 after public testimony and committee reports.
Consent agenda and preliminary plan: Council approved the consent agenda with item 10(d) — preliminary plan number 240284 (Litsky/Leitzke Subdivision lots 3–9 and a drainage lot) — removed for separate consideration. After discussion about whether the preliminary plat showed lots without completed street improvements and whether an ordinance variance or a development-agreement amendment was the correct mechanism, Councilmember Talich moved to continue the removed item to the next council meeting; the motion passed on a roll-call vote. Staff committed to provide development-agreement text and supporting documents to council in advance of the next meeting.
Contracts and procurement: The council approved a $3,050 geotechnical proposal from American Engineering Testing Inc. for soil borings to support the Foxborough pedestrian bridge abutment design. The motion to accept the AET proposal and authorize the mayor to sign passed by roll call.
Fleet management: Police Chief Jason Doves requested declaring a 2017 Dodge Ram 1500 (formerly assigned to animal control) surplus because its trade-in value exceeded operational value, and to approve purchasing a 2023 Dodge Ram 1500 special service vehicle. Council approved both actions.
Debt management and utility rates: Nicole Schneider, city administrator and chief finance officer, reported that a 2012 SRF loan will be paid off eight years early, saving about $181,000. Council authorized staff to pay off SRF loan number 3462003-01 on Oct. 15; Schneider said the payoff will allow the city to remove a $7.85 monthly surcharge from utility bills starting Oct. 15.
Votes of record: Motions to accept the geotechnical contract, declare the 2017 Dodge Ram surplus, approve the replacement vehicle purchase and authorize the SRF payoff passed on roll-call votes with affirmative votes recorded from the council membership present.
What’s next: Staff will bring additional materials and the development-agreement update for the continued preliminary plan prior to the next meeting. The SRF payoff will be executed on Oct. 15 and the associated utility surcharge removed the same day.
