Box Elder council OKs notice of intent for business improvement district; Nov. 19 hearing set

The Box Elder City Council voted to adopt resolution 24-22, a notice of intent to create a Business Improvement District. The resolution authorizes a public hearing on Nov. 19 and, if the council later proceeds with district creation, would be followed by an ordinance requiring two readings.
City attorney Matt explained that the resolution responds to a petition provided by owners of properties within the proposed BID. "This resolution would allow for a public hearing to be held on November 19 regarding that Business Improvement District," he said. The staff explanation stated the proposal would add an additional occupancy tax of $2 per night per room on hotels in the BID and on future hotels inside the BID; revenue from the tax would most likely be used to offset costs for the Box Elder Event Center, which the property owners lease from the city.
Council moved, seconded and approved the resolution by roll call. The adoption begins the formal process that will include a public hearing and, if the council chooses to proceed after that hearing, an ordinance creating the BID that would require two readings.
Why it matters: Establishing a BID would impose a targeted hotel-occupancy charge in a defined area and create a revenue stream earmarked in this proposal to support the Box Elder Event Center. The public hearing will let affected property owners and other stakeholders comment before any ordinance is introduced.
