Box Elder council awards contracts to advance Well 10 project and accepts railroad easement

The Box Elder City Council voted unanimously to award contracts advancing the Well 10 water project and to accept a railway easement needed for the Hotel Way crossing.

Scott Lang, the city engineer, recommended awarding the water-main connection contract to Sigler Construction of Underwood, the lowest bidder at $76,001.42. Lang said the bid is within budget and the contractor had been vetted through prior conversations and references. “This award would be for the next step on the Well 10 project, an important project to get that in service,” Lang said.

Lang also presented three bids for site grading and the well-house foundation. The council approved Quality Driven Services of Box Elder as the recommended contractor for site grading and foundation work; Lang told the council the award fits within the proposed project budget and prepares the site for delivery of the well house in early 2025.

On a related transportation item, Lang described an easement from Rapid City, Pierre & Eastern Railroad that gives the city the right to build the road across the railroad right-of-way at Hotel Way. The council accepted the easement; Lang said the acceptance does not require the city to sign the document but does carry a $50,000 cost that will be invoiced and is included as an allowable expense in the business improvement district budget once the crossing is built.

All motions on the Well 10 bids and the easement were moved, seconded, and approved by roll call without recorded no votes.

The council’s approvals move the Well 10 project into the construction phase with site preparation planned to support a spring pumping-season timeline and delivery of the well house in early 2025.
