The City Commission of Key Colony Beach unanimously adopted a tentative millage rate and the tentative fiscal year 2024–25 budget at a public hearing on Sept. 3, 2024, in Marble Hall. Mayor Joey Raspe opened the hearing at 5:05 p.m. and the meeting adjourned at 5:15 p.m.
Commissioner Harding summarized the budget, saying the proposal includes a lower millage rate and "the positive news of higher interest rates for a majority of the city’s bank accounts," along with "minor insurance rate decreases." Harding also told the commission that a small calculation error in the wastewater budget had been corrected and that the proposed use of reserve and infrastructure funds "has not changed." Harding said the proposed lower millage "to result in an average tax increase of 7.7%." The commission did not propose other budget changes at the hearing.
Several formal motions and unanimous rollcall votes closed out the hearing. Vice‑Mayor Freddie Foster moved to approve the meeting agenda; Mayor Raspe solicited a second and Commissioner Harding seconded. The commission then considered Resolution 2024‑09, adopting a tentative levy of ad valorem taxes for FY2024‑25. Mayor Raspe read the resolution; Vice‑Mayor Foster moved approval and Commissioner Harding seconded. A rollcall vote approved the resolution unanimously.
The commission next considered Resolution 2024‑10, adopting the tentative FY2024‑25 budget. Mayor Raspe read the resolution; Vice‑Mayor Foster moved approval and Commissioner Harding seconded. The motion passed unanimously on a rollcall vote. Mayor Raspe announced that the second and final budget public hearing will be Tuesday, Sept. 17, at 5:05 p.m. in Marble Hall.
No members of the public offered comments during the hearing. City Administrator John Bartus, City Accountant Jen Johnson (via Zoom), City Attorney Dirk Smits (via Zoom), Administrative Assistants Tammie Anderson and Cheryl Baker, and City Clerk Silvia Roussin were recorded as present. Commissioners Tom DiFransico and Doug Colonell attended via Zoom but did not speak during the hearing.
The commission adjourned at 5:15 p.m. The minutes were submitted by City Clerk Silvia Roussin and later adopted on Oct. 17, 2024.
