Measure A1 report: 4,206 homes funded, local contracting goals exceeded

County staff presented the Measure A1 labor and contract compliance report to the Procurement & Contracting Committee on July 20, saying Measure A1 has committed funds to 54 rental housing projects totaling approximately 4,206 homes and has catalyzed roughly $3.3 billion in housing construction activity since voters approved the bond, Compliance Program Lead Ann Olivia said.
Olivia said the board set local contracting goals for Measure A1 projects — 25% of funds to Alameda County local businesses and 20% to Alameda County small local businesses — and that, on completed projects and those under construction, the program has exceeded those goals. Staff reported that local businesses were awarded about $885 million in construction contracts on completed projects and that small local businesses received about $105.5 million in contracts for those projects.
The Measure A1 report captures contracting outcomes and business participation metrics through 06/30/2025; staff noted improved data collection and voluntary self‑reporting have increased visibility into minority‑owned and women‑owned business participation. Olivia reported increases in minority‑owned business contracts and additional awards to women‑owned firms during the reporting period and said a subsequent report later this year will focus on workforce demographics, local hire and apprenticeship outcomes tied to equity priority communities.
Supervisors asked whether Measure W capital funding or combined projects would be shown alongside Measure A1 reporting. Staff said the Measure A1 report covers A1‑funded portions of projects and that the Measure A1 website includes an interactive map and project filters by district and city; staff offered to explore combined reporting if the board directs that change. The county also said its asset management team tracks move‑ins and household demographics and can provide counts of residents housed in Measure A1 projects in a future report.
