The town’s Development Review Board on Thursday approved an application to add 113 square feet to the second‑floor primary suite at 79 Links Road, with conditions requiring a staging plan and screened construction facilities.
Debbie Hobbs, who said she lives at 79 Links Road and represented the applicant, told the board the addition will provide a walk‑in closet and allow laundry machines to be relocated into the primary suite. "We are seeking to make 113 square foot addition, which will include a closet for the primary suite and a water closet will be relocated there," she said, and added that the new work will be largely invisible from Links Road and will use materials matching the existing house.
Catherine Harding, the town’s director of building, planning and zoning, told the board the lot is 15,001 square feet in the F15 Island Core Residential District and that the project meets the land development regulations and setback requirements. She said a staging plan and permit must be completed before a building permit is issued.
Board members asked about parking and construction staging; the applicant said staging would be behind the house and that limited front‑of‑house parking could be used in summer. The board confirmed that a screened porta‑potty and any dumpster locations must be included in the staging plan and screened from view during construction.
After discussion, a board member moved to approve the application "based on the testimony presented and the plan submitted," including the staging plan and the other conditions discussed. The motion was seconded, and the board voted in favor. The chair declared the application approved.
The board read the standards for impact review during the hearing, emphasizing that the development must not adversely affect the public interest, must be consistent with neighborhood character, and must minimize visibility from public rights of way and adjacent properties. The approval included the standard condition that the staging plan meet those screening requirements.
The project will proceed to building‑permit review once the applicant submits the required staging plan and any permits.
