Oak Hill commission votes to notify vendors and rebid several city contracts

The Oak Hill City Commission approved staff’s recommendation to provide notice that a set of routine service contracts will be rebid at the end of the calendar year.
City staff had proposed terminating five standing contracts — covering paving, land clearing, tree removal, economic development services and building inspections — to allow the city to take a fresh look at procurement, add appropriate exclusivity or emergency clauses and invite competitive bids. Commissioners debated whether some contracts (notably tree removal and land clearing) should retain emergency-procurement provisions to ensure immediate post-storm response.
After discussion, the commission voted to terminate the economic-development and paving contracts outright and to provide notice that the other vendor agreements will end on Dec. 31, 2025, and be opened for rebid. Commissioners directed staff to prepare RFP language and stated that the building-inspection contract would be handled individually because that contract contains provisions and employment-language commissioners wanted to review further.
The motion was moved by a commissioner (speaker 3) and seconded; roll-call votes recorded affirmative responses from the commissioners present. Staff said vendors currently providing services are welcome to bid during the new process and that staff will draft annual-review or renewal language where appropriate to allow flexibility for emergency services.
The commission did not authorize immediate termination of any service; the notices are intended to expire contracts at year-end and to invite competition for new agreements.
