The Pine City Housing and Redevelopment Authority (HRA) on July 21 voted to delay a final decision on restructuring the Lakeside loan until after the Economic Development Authority and the city council complete their reviews.
The board discussed aligning the HRA loan with the EDA recommendation, which staff described as using a 20-year amortization schedule with monthly payments and a balloon payment due after an initial two-year period followed by reassessment. Chair members said the intent is to keep the HRA’s timeline coordinated with the EDA and city council to avoid divergent terms.
“We will follow how the EDA and city council move forward with us and then make our decision, assume by our August meeting,” said Anthony, who moved the motion to table the HRA decision pending those external reviews. The motion was seconded and approved by voice vote.
Board members discussed practical details of the proposed structure during the meeting, including whether the amortization should be modeled on a 20‑year schedule with monthly payments and whether interest rates would be changed or remain as originally set. One member summarized the EDA discussion as favoring a 20-year amortization with a balloon review after two years; members asked staff to confirm whether interest rates would be fixed by the HRA or set elsewhere.
The HRA emphasized coordination: the EDA is expected to consider the item at its next meeting, and the HRA will take the EDA’s recommendation into account when it reconvenes on the Lakeside matter. No final loan documents or interest-rate changes were approved at the July 21 meeting.
The board’s next step is to await the EDA and city council actions and revisit the Lakeside loan at the HRA’s August meeting if those bodies act in time.
