Ladysmith council ends MOU with Rusk Area Chamber after closed-session deliberations, drafts dilapidated-property notice

At its July 13 meeting the Ladysmith Common Council held several closed sessions under Wisconsin statutes and took two formal actions in open session after returning: drafting a letter to the owner of a dilapidated property and sending notice terminating the city's Memorandum of Understanding (MOU) with the Rusk Area Chamber of Commerce.
Councilmember Randy Lovely moved and Councilmember Nathan Johnson seconded that the council go into closed session under Wis. Stat. 19.85(1)(g) to confer with legal counsel about strategy related to litigation concerning a dilapidated property; the motion carried by roll call vote 7-yes, 0-no. When the council returned to open session, Mayor Grotzinger reported the council took action to draft a letter to the property owner outlining a timeline before the city would take action.
The council subsequently entered closed session under Wis. Stat. 19.85(1)(e) to deliberate or negotiate the purchase of public property or for competitive/bargaining reasons. On returning to open session the council reported it took no action on that matter.
Later the council again moved into closed session under Wis. Stat. 19.85(1)(e) to revisit an MOU with the Rusk Area Chamber of Commerce. After returning to open session, Mayor Grotzinger reported the council voted to send a letter terminating the MOU and noted a desire to further negotiate a new agreement.
