After bids were opened, staff recommended awarding the construction contract to Golden State Construction & Utilities; the council authorized a contract award with a 20% construction contingency for a total construction budget of $928,800.
Golf‑fee amendment with Ocean Colony Partners: Staff reported a negotiated amendment to an existing owner participation agreement that would extend the nonresident golf‑fee framework through Sept. 16, 2036. For the first year of the extension the nonresident fee would be reduced to 5%, and thereafter to 4%; staff estimated approximately $560,000 in revenue the first year and around $450,000 annually thereafter, subject to actual utilization and rates. A representative of Ocean Colony Partners noted the course has historically been a significant general‑fund revenue source and urged executing the amendment before any potential ownership change.
Median maintenance contract: The council authorized a one‑year professional services agreement with Brush Hog Tree Care to perform landscape maintenance on Caltrans and city medians and other defined landscape areas for up to $35,400, with up to four optional one‑year extensions. Vice Mayor Penrose cast the sole 'no' vote and requested a broader scope to address irrigation repairs and replanting of failed materials; staff said irrigation repair line items were included as add‑alternates and that a future scope expansion could be considered.
Next steps: Public works will execute the Wavecrest contract and coordinate schedule and contingencies; the city manager will finalize the golf agreement amendment with Ocean Colony Partners and staff will work with council on potential median improvements and irrigation repairs if additional budget authority is needed.
