The Pacifica Planning Commission voted 5–1 to recommend that the City Council adopt a revised density-bonus and inclusionary-housing ordinance that incorporates guidance from the California Coastal Commission and clarifies how density-bonus concessions, waivers and incentives apply within the coastal zone.
Deputy Director of Community Development Michael Christiansen said the amendments are primarily technical and intended to ensure the city’s ordinance aligns with state law and the Coastal Commission’s recommendations. He emphasized that the changes make explicit that density bonus provisions apply in the coastal zone but that any concession, incentive or waiver also must be consistent with the certified local coastal program’s protections for coastal resources, “with the exception of density,” and must not lead to significant coastal resource impacts.
Commissioners discussed the redlined edits on the screen and asked clarifying questions about the scope of the revisions. Commissioner Davis moved for the Planning Commission to adopt the resolution recommending the ordinance to City Council; the motion passed 5–1 with Commissioner Ferguson opposed.
What’s next: The item will go to City Council for final consideration and adoption; city staff said the Planning Commission’s redline edits will be added to the ordinance before it is forwarded to council.
