Timnath planning commission recommends replat and three conditional-use permits with conditions on screening, traffic and parking

The Timnath Planning Commission on June 8 recommended that town council approve a replat of the Ladera South final plat and three conditional-use permits for automotive businesses, imposing conditions to address landscape screening, traffic impacts and parking.

Staff planner Troy Jones told commissioners the replat combines several previously approved lots in the southeast corner of the Ladera South final plat so a single user can purchase and develop the larger parcel. Jones said the replat conforms to the sketch and preliminary plat and noted related projects in the Ladera 2nd filing.

Jones then reviewed the conditional-use review process and staff recommendations for three automotive uses in the same Ladera area. For each application staff recommended conditions to mitigate adverse effects, including: a landscape-screening requirement along the eastern property edge ("the applicant shall provide landscape screening along the eastern property edge, including evergreen trees or appropriate plant material to provide year-round visual screening"), and a traffic-analysis requirement comparing AM/PM peak trips and daily trips to the master Ladera traffic-impact study.

Commissioner Tom Wood raised parking as a primary concern for the Christian Brothers Automotive proposal, noting that a 10-bay repair facility could create significant vehicle turnover and on-site demand. "You only have 32 parking spaces," Wood said, arguing the commission should press staff and the applicant to ensure adequate parking before site-plan approval. Jones and the applicant told commissioners parking and stacking will be examined at the site-plan stage and staff recommended a condition that requires the applicant to work with staff to provide adequate parking for this use.

Christian Brothers representative Cameron Mullins said his company accepts the recommended conditions and will work with staff on landscape and traffic requirements. Mullins also said the company takes environmental controls seriously and listed on-site containment and recycling practices.

For the Ladera Express Car Wash, staff recommended approval after several design iterations with the Ladera design review committee; staff again asked for stronger screening at the tunnel exit facing the Whitesell/Luna Vista intersection to reduce visual impacts. Car Wash Pro Designers’ Alan Jacob, joining remotely, and CEO Nick Spalone described the design and said the use complements adjacent automotive services. Commissioners cautioned that narrow buffer strips at corners can create sight-line or safety problems and asked staff to balance screening with intersection visibility.

On the Take 5 oil-change application, applicant Jim Gamlin of Claycon Development said the drive-through service is designed for quick throughput and limited on-site dwell time — the applicant cited an average of 30–50 customers per day and a national average service time of about 9.2 minutes — and confirmed industry-standard environmental controls (double-walled containment, oil/water separators and recycling). Staff reiterated that the Take 5 use poses a different, lower parking demand than a larger repair shop and requested the same eastern-edge screening where the daycare parcel is adjacent.

Motions to recommend approval of the replat and each conditional-use permit passed unanimously (5–0). The commission’s formal motions added conditions requiring: landscape screening along the eastern property edges, completion of the traffic analysis comparing project trips to the master Ladera traffic-impact study, and that staff work with applicants to ensure adequate parking at site-plan review.

During closing business, staff updated commissioners on local construction (a roundabout and Busgrove extension with detours through November), outstanding Ladera projects and an upcoming comprehensive-plan work session scheduled for Aug. 18 to discuss goals and policies.

Next steps: the planning commission’s approvals are recommendations to the Timnath Town Council; each project will return to staff and the council during site-plan review and formal council action as required.
