Council authorizes proceed on $2.5M IWC borrowing and approves Tyler myGov subscription

Borrowing for IWC: Staff outlined an estimated $2.5 million package of capital repairs at the IWC including HVAC/heat pump replacement, rooftop units, pool repairs and repainting, tile repairs, roofing, compressors, pumps, and access and security upgrades. Michael Maloney summarized solicitations and recommended a direct bank placement with a five‑year amortization to be repaid from TIF revenues; the recommended bank bid (TrueBank) offered a roughly 5% taxable rate with callability and no bond‑issuance costs. Council voted to direct staff to bring borrowing resolutions forward at the August 3 meeting.
Tyler myGov contract: Jason Holder, innovation and internal services director, presented a proposal to replace GeoPermits with Tyler's myGov platform to provide permitting, electronic plan review, asset and work‑order management, and integration with the city's ERP. Staff said the FY27 budget includes the annual subscription and there is a one‑time build fee of $20,000; IMU will contribute a portion to offset costs. Holder said myGov will reduce manual paper handling, allow online permit tracking, and improve interdepartmental workflows. Council approved the contract resolution.
What happens next: For the IWC borrowing, staff will prepare formal borrowing resolutions and return them for council action on Aug. 3; for myGov, staff and Tyler will begin build and testing with a targeted January 2027 go‑live and overlap period while GeoPermits remains active.
