Select Board awards East Road paving contract to Springfield Paving; DPW outlines culvert and roadwork

The Shaftesbury Select Board voted July 20 to award the East Road paving contract to Springfield Paving after opening two sealed bids.
The bid: Springfield Paving (Claremont, N.H.) submitted a proposal for $222,491.70 to furnish labor, equipment and materials for a shim-and-overlay (2-inch blacktop) on the north end of East Road, from 2106 East Road to the start of the gravel section. A second bid from Peckham Road Corporation was $247,250.00.
Grant and town match: The project is expected to be funded largely through a VTrans paving grant with an estimated town match of about $20,000. Board members discussed prevailing-wage differences and contractor cost structures as a likely reason Peckham's price was higher. A board member moved to approve the Springfield bid and the motion passed unanimously by voice vote.
DPW schedule and current work: Mike Inami, the DPW foreman, reported multiple related maintenance tasks: the roadside mower was repaired, six failed culverts were replaced, shoulders and ditches were cut, and tree work completed. He said culvert replacement and associated work for the Cider Mill project will begin next week and last about two weeks; paving scheduling will follow once the contractor confirms availability. "Springfield is the one that they've done all the paving in the last 10 years in town...they've showed up with the same crew every year," Mike Inami said when recommending the award.
Concerns and logistics: Board members probed whether paving should be scheduled before or after nearby Route 7 work to avoid traffic and noted the risk of over‑tonnage when putting a 2-inch overlay on a road with deep ruts. The DPW foreman said he will provide a work schedule once confirmed with the contractor.
Next steps: The town will finalize award documents and the DPW foreman will circulate the contractor schedule; the DPW will proceed with culvert and prep work ahead of paving.
