Council approves amended FY26 solid waste charges after trimming proposed MRBT planning funds

"The reality is that if these fees are not paid to the operator, our trash will not be collected," John Munger, Director of the Department of Environmental Protection, said in explaining that the county needs to fund short‑term remedial work and maintenance to keep the current MSW system operating.
Councilmembers pressed DEP staff on procurement sequencing and what the proposed $36,000,000 preconstruction services contract would commit the county to. Director Munger and council staff described the requested preconstruction appropriation as planning and design funding — a progressive preconstruction services structure that would not legally obligate the county to proceed to a larger construction contract but would fund planning and design work to answer outstanding technical questions. Staff estimated preconstruction costs at roughly $12,000,000 per year for a three‑year period.
Councilmember Balcom emphasized the scale of necessary remedial repairs and the lack of briefings on a larger capital proposal: "The total amount of remedial work is $61,000,000 over the next 4 years," he said, and expressed opposition to funding a substantial capital planning amendment without additional council briefings. Balcom moved — and the council adopted — an amendment (option 3 in staff materials) to approve the charges while excluding MRBT planning/design costs for FY26.
Councilmembers across the dais voiced concern about committing to multi‑year planning funds without adequate briefing on alternatives and long‑term costs; several members said they supported keeping immediate repairs and operating funds in the budget while postponing larger capital commitments. After adopting the amendment, the council voted unanimously to approve the amended FY26 solid waste service charges. Staff said they will prepare updated resolution language to reflect the revised charges.
