Historic and Design Review Commission approves May 20 minutes and five consent items

"Good afternoon, everyone. Time is now at 3PM," Chairman Jamer Rees Gibbs said as he called the Historic and Design Review Commission to order on Wednesday, June 3, 2026, in San Antonio.

The commission, which advises the city manager and relevant departments on permits and certificates of appropriateness for properties in historic districts and landmarks, approved its May 20 meeting minutes and a five-item consent agenda. Chairman Jamer Rees Gibbs moved to approve the minutes and later moved to approve consent items 1 through 5 with staff stipulations; both motions were seconded and carried on roll call votes.

The chair reiterated procedural rules for applicants and public commenters: case representatives receive up to 15 minutes to present with an additional two minutes to respond to public comments, and speakers for or opposed to a case are limited to two minutes each. The commission also reminded attendees that approval by the commission does not replace required city permits.

A roll call on the minutes recorded ayes from commissioners identified in the record as Mammon, Savino, Velasquez, Guevara, Groop, Travieso, Betzer and Gibbs; the motion carried. On the consent agenda the motion passed by unanimous roll call; Commissioner Galloway joined the meeting during that vote and was recorded voting aye.

"We actually don't have any public comments or in person speakers," a commissioner observed during the consent portion of the agenda, and staff later confirmed that applicants for the approved consent cases would not need to remain. Staff announced the specific approved addresses and said certificates of appropriateness or commission action letters will be prepared and emailed to applicants within 10 days.

The meeting concluded after the consent actions were recorded. "That was the last item on today's agenda. We are adjourned," Chairman Gibbs said, and the meeting ended at approximately 3:05 p.m.
