Cynthia Santana of Development Services presented 1911 (Bournet/Burnett) Street and described a long inspection history, missing permits and evidence that the property poses a safety risk near Washington Elementary; the board debated whether to allow repairs tied to a sale closing before adopting a motion (recorded 4–0) that declared the property a public nuisance and directed repair of the primary structure and demolition of the accessory, with an amendment permitting a 30‑day compliance period after closing in certain circumstances.
Sergio Quintanilla presented photographs and inspection notes for 347 East South Cross Boulevard, documenting deteriorated accessory structures and a detached garage; the board unanimously ordered the accessory structures demolished within 30 days.
Ryan Garza presented the case for 620 Essex Street, showing widespread water damage, exposed electrical wiring and structural decay; a motion to demolish the structure within 30 days passed unanimously.
In each case staff reported that notices had been mailed as required, no qualifying historic designation applied and that owners had not submitted sufficient repair plans or proof of financial capacity to complete repairs. The board directed Development Services staff to monitor compliance and to report back if additional action is required.
