City staff briefed the Transportation & Infrastructure Committee on June 2 about a proposed pilot to provide real‑time notifications when trains approach key intersections.
The staff presentation described a three‑part system: on‑site detection sensors, predictive modeling to estimate when a train will reach an intersection, and multi‑channel communications to notify emergency services, navigation services and the city’s web pages. "We determined there are three areas we want to focus on: detection, prediction and communication," staff told the committee.
Staff said no single vendor can currently provide all three components and that railroad companies — specifically Union Pacific — have limits on what operational data they will share, so the city would rely on sensor networks and partner integrations. The presentation named the Southwest Research Institute (SWRI) and other prototype vendors as collaborators.
Councilmembers praised the study and asked about pilot costs, public outreach and whether the system could scale beyond San Antonio. Staff said they are finalizing the pilot cost and would seek to fund the initial effort through operations and ultimately include full deployment costs in the city’s six‑year capital plan and the 2028 budget. "We are trying to cover it through operations because this will not be a small deployment," staff said; they added they expect to return with a calendar and next steps later in the year.
Why it matters: Recurring train blockages have produced hundreds of resident complaints about delays and safety concerns at crossings. Committee members said a functioning notification system could reduce cut‑through traffic, help first responders and improve traffic flow if accurate detection and prediction can be demonstrated.
