Mount Kisco board authorizes public referendum on volunteer ambulance LOSAP point changes

The board voted to submit a resolution directing the Village Clerk to prepare the required notice and ballot language. Mayor J. Michael Cindrich moved the measure; Trustee Thomas G. Luzio seconded it. The motion passed with four ayes and one abstention (Deputy Mayor Karen B. Schleimer).
The resolution cites Article 11-AAA of the New York State General Municipal Law and GML §§ 216 and 219-e. It states the amendment would take effect Jan. 1, 2027 if approved by a majority of voters and says the program would continue to be administered under state oversight with day-to-day recordkeeping by the Village and MKVAC.
The resolution document presented to the Board describes three specific changes: increasing the maximum annual points for training, increasing the maximum annual points for drills, seminars and meeting attendance, and changing the Tour of Duty credit calculation. The body of the resolution text included language describing an increase in training points "from fifteen (15) to twenty-five (25)" and increases for drills/seminars/meetings and Tour of Duty calculation. The ballot proposition text appended to the resolution, however, listed the training increase as "from 15 to 20 points annually." The Board authorized sending the attached ballot language to the Clerk for publication; the transcript does not record any additional clarification resolving that numerical discrepancy.
If approved by voters, the change would alter how volunteer ambulance members accumulate service credit under GML § 219-e; specifics about any expected changes in program costs were described in the resolution as not presently expected to increase administration fees. The referendum language will be available for public inspection at the Office of the Village Clerk once published.
What happens next: The Clerk is directed to publish notice of the election and the ballot proposition; the amendment will take effect Jan. 1, 2027 only if approved by a majority of eligible village voters on Nov. 3, 2026.
"The Board desires to submit the proposed amendment . . . to the eligible voters of the Village/Town of Mount Kisco for approval," the resolution states.
