The West Goshen Board of Supervisors on July 21 awarded the Basin Road streambank restoration construction contract to James R. The board also approved Carroll Engineering's construction-administration proposal (not to exceed $36,500) for inspection and administration services.
Staff said the project is part of the township's pollution-reduction plan and earlier avoided wetlands impacts by shifting the location. The low bid was the lowest of several opened July 7; staff recommended the award after reference checks and confirmed the contractor's regional experience with similar projects.
Board members asked whether the project location shift would affect MS4 crediting and staff said they would confirm DEP/PennDOT acceptance. Staff said the construction contract has a 75-day substantial-completion window and a one-year vegetation maintenance period; a notice of award would typically be issued the day after the meeting with a preconstruction meeting roughly 20 days later.
The board approved the construction contract and the professional-services proposal in separate votes (both recorded 4-0).
