Supervisors discuss but decline to raise senior sewer-and-trash rebate to 100%

West Goshen's board debated increasing a long-running senior sewer-and-trash rebate program from the current 80% of eligible fees to a full 100%, but supervisors did not move to adopt the increase at the July 21 meeting.
Staff told the board the program is unique in the area and follows eligibility rules similar to Pennsylvania's property tax/rent rebate program. For 2025 the township issued 77 rebates at a total cost of $56,320; staff estimated moving from 80% to 100% reimbursement would add roughly $14,200 based on 77 recipients, or about $18,400 annually if budgeting for 100 recipients.
Supporters argued the township has the reserves to afford the increase; others cautioned that the cost would be subsidized by other ratepayers and said current internal assistance and payment-plan options are available for residents struggling to pay bills. One supervisor said the board should maintain the existing 80% level.
No majority favored increasing the benefit to 100%, and staff will not move forward with a formal amendment at this time.
