Wabasha County adopts floodplain and subdivision ordinance amendments ahead of FEMA deadline

The Wabasha County Board of Commissioners on July 7 adopted amendments to the county Floodplain Management Regulations required by updated FEMA flood maps and changes to the State of Minnesota model ordinance, and also approved amendments to the county Subdivision Ordinance.
County staff and the Planning Commission led the regulatory process. The Planning Commission held a public hearing on June 22, 2026 to collect comments and voted 5–0 to recommend approval of the proposed floodplain regulation amendments and the subdivision ordinance amendments. The board’s action adopts those recommendations; minutes note the state required adoption of the floodplain changes by July 21, 2026.
The minutes say the floodplain regulation amendments were prepared in conjunction with Minnesota’s model ordinance updates; a public review process and agency circulation preceded the board’s action. For the subdivision ordinance, the Planning Commission’s public hearing and unanimous recommendation formed the basis for the board’s adoption.
Both actions were adopted unanimously. The board’s minutes do not record substantive debate at the July 7 session; the public hearing for the models and amendments occurred on June 22 as recorded in the Planning Commission record.
