Treasurer: May sales tax up; council developing fiscal 'dashboard' and revenue‑response policy

The treasurer told the council the city’s finance director has prepared a fiscal dashboard and a revenue‑response policy to help the council track financial health and trigger responses if conditions deteriorate.

"May city sales tax collections increased by $27,537 or 3.3% as compared to May 2025," the treasurer reported, adding that the Chaffey County portion rose by $23,013 (7.4% over May 2024). In total, May receipts were 4.4% higher for the month and 6.9% higher year‑to‑date; actual collections were about 2.4% higher than the budget year to date, the treasurer said.

He emphasized that sales taxes are reported with a two‑month lag and that the general fund balance remains unfavorable; the dashboard and revenue‑response policy include multiple KPIs and color‑coded status indicators to notify council when fiscal action is warranted.

The finance committee has reviewed the May sales tax report and is coordinating timing for the 2027 budget. The council expects a formal presentation of the revenue‑reduction response policy in August.

Separately, staff announced the city has engaged Colorado Circular Communities (a nonprofit) on a technical‑assistance grant to study recycling and composting requirements for multifamily developments and to design a waste‑hauler licensing program to integrate with a 2027 business licensing rollout.

Next steps: Council asked staff to provide the draft fiscal dashboard and the revenue‑response policy for review; no budget amendments or formal fiscal actions were approved at the meeting.
