The Oxford mayor and board of aldermen met March 3 and addressed city recovery, utility policy and development matters.
The board rescinded a Feb. 17 decision on a Courthouse Square Historic Preservation Commission demolition-permit appeal (Case 487) after a presenter said a board member later disclosed a conflict of interest. On reconsideration the motion to grant the appeal resulted in a 3–3 tie and no majority to approve demolition.
Rob presented a first reading of an ordinance to raise water and sewer rates by about 20% to cover operations, maintenance and capital costs; a second reading and public hearing were scheduled for the next meeting. Ben presented a first reading to add an affordable rental housing certification (Section 504d) to the city code and to establish a voluntary incentive program; staff said a resolution with implementation documents will follow.
The mayor reported crews have collected roughly 401,700 cubic yards of storm debris to date (an estimated $7 million in pickup costs) and the board approved continuing 30‑day local state-of-emergency declarations while FEMA status is uncertain. The board also approved a package of routine contracts and capital actions including agenda- and project-management software contracts, acceptance of a $446,270.70 base bid for conference-center lighting, a rubbish-site expansion contract, and multiple permits and planning items.
The board adjourned without entering executive session.
