Russell Springs council adopts road and water funding resolutions

The Russell Springs City Council on July 9 unanimously adopted two resolutions authorizing the city to accept and seek state funding for local infrastructure projects.

Clerk Chris Ramsey read City Resolution No. 2026-09, a memorandum of agreement with the Commonwealth of Kentucky Transportation Cabinet, Department of Highways, to accept funding for various city street projects. The resolution's text included a funding figure given in the reading (the clerk read both "$102,000" and "$102,800" in different lines of the text). Council members moved, seconded and voted to adopt the resolution; the motion carried.

The council then considered City Resolution No. 2026-10, authorizing the filing of a funding application and appointing signatories and project representatives for Kentucky water and wastewater assistance under the KY Waters program. The resolution authorizes the mayor and successors to execute required documents and to administer any funding the city might receive. The council moved, seconded and voted in favor; the motion carried.

Both resolutions direct city officials to proceed with the administrative steps needed to accept or apply for state funding; no specific construction contracts were approved at the July 9 meeting. The clerk read statutory and program references included in the resolution language; the council did not debate the substance extensively before voting.

The council later moved into executive session on unrelated real-property deliberations; they returned to open session and the presiding official announced that no action had been taken while in executive session.

The resolutions provide the administrative authorizations required to accept and pursue funding; the exact project-level allocations and construction schedules will depend on subsequent design work, grant decisions and contract approvals.
