Board approves routine funding, handbook and small projects; hires and retirements noted

The Russell County Board of Education approved a set of routine administrative and funding items during its meeting, including the consent agenda, a small facilities project and personnel actions.
The board approved the consent agenda (previous minutes and payment of bills). Staff presented Proposal Request No. 4 to paint exterior light poles at the marching band practice area, funded from remaining project contingency; the cost cited was $2,684.68 and the board approved the expenditure so the contractor can finish the site work.
Administration reviewed the fiscal year 2027 district funding assurances required by the Kentucky Department of Education through the GMAP system and recommended board approval so the district may continue to access federal and state funds. Staff highlighted that this was the first year KDE included supplemental career and technical education (CTE) funds in the assurances and read line items: salaries $9,889.70, applicable employee benefits $17,000, other purchased services $45,000, supplies and materials $80,000, property-related purchases $36,541.24 and miscellaneous $24,000 for a total CTE allocation of $212,871.
The board approved the 2026''7 student/parent handbook and code of acceptable behavior for distribution online; staff said printed copies will be made available on request. The board also completed the second reading and final approval of district policy updates previously presented in June.
Board members approved creation of an 8-hour-per-day, 180-day school-based administrative assistant position for the SEED Academy (front-office duties) to support operations there.
Personnel reports recorded several hires and resignations: Kylie Roy hired as a P5 teacher at Jamestown Elementary; Erica McCormick hired as bookkeeper at Russell Springs Elementary; Jackson Fulk hired as Russell County High School custodian; Patty Tarter hired as head cook in the high school food service; Ben Abel and another coach resigned from middle-school coaching positions; Christina Stenel resigned as English learner assistant; and Rita Voyles announced retirement effective Aug. 1 after 44 years of service.
Most routine items were approved by roll-call votes recorded in the minutes.
