Russell Springs holds first readings of annual budget and amendment

The Russell Springs City Council on its regular meeting night recorded first readings of two budget ordinances, the mayor said, beginning the formal process to adopt next year’s spending plan and to amend the current fiscal year budget.
At the meeting the clerk read the legal summary of ordinance 20 26 0 2, described as the city’s annual budget for the fiscal year beginning July 1, 2026, and ending June 30, 2027. The clerk said the ordinance is “enacted pursuant to the statutory authority granted to Kentucky municipalities to establish budgets for the operation and administration of city government.” The reading was recorded as the ordinance’s first reading; council members were told the second reading will occur at the next meeting after staff review of final numbers.
The clerk also read ordinance 20 26 0 3, a first reading of a budget amendment for the fiscal year beginning July 1, 2025, and ending June 30, 2026. The clerk said the amendment updates revenue and expenditure projections to reflect actual financial activity and cited the statutory provision permitting budget amendments by ordinance.
The mayor told council members that staff (Chris) will go over the budgets with each member before the next meeting so the council can review final numbers in time for the second readings.
No vote on either ordinance took place at the meeting; both items were entered as first readings and will return for additional review and a formal second reading at the next scheduled meeting.
