Union City councilors approve canoe launch contract, remove landbank lien and award Renaissance grants

The Union City Borough Council met Aug. 27 at the First Global Methodist Church and approved a set of routine and project-specific actions, including a contract award for a canoe and kayak launch, removal of a small landbank lien and a slate of Renaissance grant awards.
Councilor Joyce called the meeting to order at 6:00 P.M. Councilors present were Joyce, Osborn, Steadman and Kerns; Cross, Winkler and Uber were recorded as absent in the meeting minutes. The council unanimously approved the agenda, the Aug. 13 minutes, the Secretary's Report and payment of bills on standard motions recorded in the minutes.
Police Chief David Pernice told councilors he has been unable to reach a candidate previously approved for hire and "is assuming he is no longer interested," and that he will reach out to the hiring consortium and work with the Civil Service Commission to set oral exams to fill the one part-time position that was approved. Pernice said his department would like to hire two part-time officers but that only one position was authorized by the borough.
Borough Manager Cindy Wells presented several calendar and planning updates and requests for support. She noted an Erie County Planning kickoff event for Devereaux Day on Sept. 13 to promote park and trail improvements along French Creek and the Erie to Pittsburgh Trail Head and urged council attendance. Wells said the borough will advertise a public hearing for an amendment to the zoning ordinance and an amendment to the parking ordinance ahead of the Sept. 16 council meeting, and she listed upcoming meetings including an Aug. 28 EMS meeting at Fort LeBoeuf and a Sept. 25 staff meeting to present health-insurance plans.
On a project vote, councilors accepted the engineer's review and approved Construction Services of PA's low quote of $16,679.00 to install a canoe/kayak launch at the American Legion ball field, contingent on receipt of an easement from the American Legion (motion by Councilor Osborn, seconded by Councilor Kerns). The minutes note that because the project cost was under the $23,200 bidding threshold, formal bids were not required. The other quoted bid was $18,541.50 from Blum Property Services, LLC.
The council voted to remove and satisfy a borough lien of approximately $2,690 against 121 East High Street, a property that had been donated to the Erie County Landbank; the Landbank requested the lien be removed and Councilor Kerns moved the measure, seconded by Councilor Steadman. The motion carried unanimously.
Councilors approved seven recommended Renaissance Grant applications for the 2024–2025 period. The seven projects total $60,606; the applicants requested $23,600 in grant funding and $90,547.35 remains in the Renaissance Grant fund, according to the meeting materials. Councilor Steadman moved approval, and Councilor Osborn seconded; the motion carried unanimously.
Council members also passed a resolution accepting the Erie Area Council of Governments (EACOG) audit as reviewed and accepted by COG members (motion by Councilor Osborn, seconded by Councilor Steadman).
The meeting closed with a motion to adjourn at 6:19 P.M. (motion by Councilor Osborn, seconded by Councilor Kerns). The minutes record all recorded motions as carrying unanimously.
Next scheduled borough meeting: Sept. 16, 2024, at 6:30 P.M., which will include a public hearing on the proposed zoning ordinance amendment and a vote on a parking-ordinance amendment.
