County agrees to share parcel GIS with engineer for sewer project; approves payroll, claims and vendor payments

The Parke County board voted to allow an engineering firm to use county parcel GIS data under a limited-use agreement to support the Northern Park County Regional Sewer District project in Marshall. A Westwood Engineering representative (speaker 3) said the firm plans to import the county parcel layer into its GIS to "create exhibits to better demonstrate to homeowners where their grinder pump can go." County counsel (speaker 2) noted the agreement restricts resale or reproduction of county data. The board approved signing the limited-use agreement.
In routine financial business, the board approved payroll ($205,916.44), payroll claims and accounts payable presented at the meeting (payables discussed: $267,848.32) and monthly claims totaling $1,792,465.21. The board also approved out-of-cycle vendor payments: BS Engineering ($116,717) for bridge inspections and related travel reimbursements, an on-call engineering invoice for $2,197.08, and Rockin LLC repair charges summarized in the meeting as $8,400 for truck work (line items included $1,400 for a lift pump and $7,000 for an engine harness/test).
The board also approved a $700 allocation from the county opioid fund for the 2026 drug court picnic after staff said vending-machine revenue that normally funded the picnic had been unavailable. The board noted the Local Coordinating Council (LCC) director had reviewed and approved the request.
Chair said staff will execute the GIS agreement and process the approved payments through normal finance channels.
