County approves multiple grants, RFPs and public-health partnerships
Summary
Albany County commissioners approved a series of grant agreements, RFPs and memoranda of understanding on July 21, including public-health grants, prevention program funding, RFPs for mentoring and tobacco cessation services, an MOU with WWAMI for rapid HIV testing, and Title 3 fund awards for Firewise and search-and-rescue activities.
At its July 21 meeting the Albany County Board of Commissioners approved a slate of grants, RFPs and partner agreements covering public health, prevention programming, community partners and facility needs.
Key actions included approval of a roughly $83,000 grant agreement with the Wyoming Department of Health to fund the county's public health preparedness and response unit, and approval of a Community Prevention Grant totaling $447,638 for prevention programming and a prevention specialist. Commissioners also approved a two-year $87,270 agreement with Greater Wyoming Big Brothers Big Sisters for juvenile prevention and diversion services and a $6,000 agreement with the local school district to expand the Hope Squad peer-to-peer suicide prevention program.
The board authorized multiple RFPs using prevention funds: mentoring services for at-risk youth (09/01/2026'05/31/2028), mental-health-first-aid trainings (youth and first-responder variants), youth and adult tobacco-reduction/cessation services (with references to the American Lung Association "Not on Tobacco" program) and "Nurturing Skills for Families" classes aimed at preventing youth substance use. Staff explained referral pathways, intended audiences and the need for certified trainers for certain curricula.
Public health also won approval for two partnership items: a memorandum of understanding with the WWAMI (University of Washington School of Medicine) program to deliver rapid HIV testing at outreach events and a cooperative education agreement with the University of Wyoming to host nursing-student clinical rotations. The public health office will close Aug. 7 for outreach events tied to community breastfeeding and HIV-testing outreach.
On procurement and facilities, commissioners approved invitations to bid for two replacement pickup trucks and for courthouse boiler replacement. The proposed three-year TextMyGov contract for mass texting and two-way messaging was discussed but tabled so staff can arrange a demo and compare it with existing Everbridge/Rave options under the state contract.
Title 3 funds were awarded to the county fire warden (Firewise community activities) and the sheriff's office (search-and-rescue and emergency services on federal land) in amounts recorded in the meeting (~$12,508.47 each for fiscal years noted).
