City staff outlined required corrections, including adding reserve tables, a proposed site plan, city signatures and documentation or instruments securing cross-access to interior lots and lots on a traffic circle. Staff told commissioners the applicant had not yet responded to prior comments and would need to correct those items before a resubmittal.
Commissioners pressed staff on whether access easements would be provided and whether reserves should be labeled versus unrestricted in the extraterritorial jurisdiction (ETJ). Staff said they could request that information and could require cross-access through either a plat note or a separate recorded instrument if the applicant initially resists adding easement language to the plat.
After discussion, a motion to deny the Heritage Crossing preliminary plat based on engineering comments was moved, seconded and carried.
