Council adopts amended water impact-fee ordinance, citing engineered analyses

Richmond amended its municipal code to update culinary water and wastewater impact-fee language based on recent engineered analyses; the updated water impact fee reflects system data and, because it decreased, took effect immediately.
The Richmond City Council on June 16 adopted Ordinance 2026-09 amending Parts 6-410 and 6-420 of the municipal code to clarify and set water impact fees based on engineered analyses.
Justin B. Lewis said the proposed wording cites the Zions Public Finance water impact-fee analysis (May 2026) and a prior wastewater impact-fee analysis accepted in 2019. Staff told the council the proposed water impact fee is based on system data and represents the maximum allowable charge but is lower than the current fee; because the fee decreased, it took effect immediately under state rules.
No public comments were offered during the hearing, and the council adopted Ordinance 2026-09 4-0. Lewis said the fee applies only to new homes and businesses and will not retroactively affect existing connections. The ordinance amends the municipal code to reference the studies used to calculate the schedules.
