Albany County commissioners approve entitlements transfer, grants, scholarships and vouchers in unanimous vote

The board approved a transfer of FY26 federal entitlements from Laramie Regional Airport to Northeast Wyoming Regional Airport in the amount of $1,300,000.00. Commissioners Hoff, Gosar and Chairperson Terri Jones recorded aye votes and the motion carried. The record lists the transfer as an agreement to move entitlements for airport capital use.
The board approved an application to the Wyoming Office of Homeland Security State and Local Cybersecurity Grant Program for up to $57,704 to fund external penetration testing, secure backup laptops and a generator for Rock River Town Hall. The board also approved a $60,000 award agreement from the Wyoming Office of Homeland Security to purchase radios for volunteer fire departments, covering Jan. 1 through Aug. 31, 2026.
The Board approved a grant contract with the State of Wyoming Office of the Attorney General, Division of Criminal Investigation, for the High Intensity Drug Trafficking Area (HIDTA) program in the amount of $74,460.61 for Jan. 1–Dec. 31, 2026, and directed the sheriff to sign the contract.
The board approved a $5,000 FY26 community partner funding agreement with the Albany County Fair Grounds Alumni Association and awarded the 2026–2027 County Commissioners initial scholarships to Chayne Webb, Jim Coxbill and Trenton Rogers, with alternates Rile Lake, Kendall Teini and Kili Learned.
Members also approved vouchers for April 2026 listing detailed payments to vendors and county entities. The voucher list includes notable disbursements such as $128,076.13 to Albany County Fire District #1, $70,007.78 to CorrHealth LLC for nursing services, $31,855.00 to TPT Trails, LLC, and a total expenditures figure of $552,294.83 as recorded in the minutes.
During public comment, Janet Coulter, identified as a Laramie resident, spoke in opposition to a previously approved Bingham zoning change and asked the board to reconsider that approval. The board moved to close public comment at 9:36 a.m.
