Council weighs HTX proposal to add lower-cost lights at Eagle Landing, asks staff to return with pricing and contract extension language

Fulshear council members on Feb. 17 discussed a proposal from regional sports operator HTX to add lower-cost, semi‑permanent lighting at Eagle Landing Park's Field B and asked staff to return with detailed costs and an amendment to consider extending HTX’s recognized-sports-association (RSA) term.

Staff said HTX offered to front the initial cost for four 25–30 foot poles used at other fields and requested either credits, cost sharing, an extension of their RSA term, or reimbursement if the council chose not to retain the lights long term. Council members favored consistent aesthetics with the premier Field A but noted the large price gap: one council member cited an example of $160,000 for 60‑foot permanent lights versus about $28,000 for the HTX proposal.

HTX’s representative said the proposed lights are LED heads with three lamp clusters and are in use at other local facilities; they described the units as semi‑permanent and removable. Council discussed options including installing the lower-cost poles now with concrete bases that could accept taller poles later, and using shorter poles where residential proximity and sightlines make that preferable.

Council directed staff to return at the March meeting with firm pricing, funding options (including the regional park fund and potential parks bond uses), and draft language that could extend HTX’s RSA term as consideration for the investment. No final vote on procurement or contract changes occurred; staff will prepare materials for the next regular meeting.
