Primrose Park nears phase-two completion; staff plans sod rollout and tentative May opening

Fulshear Parks & Recreation staff told commissioners that construction of Primrose Park Phase 2 is progressing and that the contractor plans to begin rolling sod next week.
Staff member (speaker 7) said three of four fields now have backstop fencing in place, dugout fencing is on site, and some center-field maintenance gate work remains. The contractor estimated substantial completion for Phase 2 in the beginning to middle of March, and staff suggested a tentative grand-opening near the beginning of May so turf has time to take root before heavy recreational use.
Commissioners asked whether dirt mounds on the site would be repurposed; staff said the mounds will be reused during Phase 3 to form a sloped amphitheater. Staff also reminded the commission that Phase 3 scheduling depends on receiving 90% plans, completing solicitation and awarding a contract — a timeline staff described as tentative and subject to the normal procurement window (roughly 45 days for solicitation after plans are ready).
Staff additionally told commissioners that bond counsel and financial advisors will present to city council on Feb. 17 about selling bonds for Primrose Park Phase 3 and parkland acquisition so funds will be available when the city is ready to proceed.
No formal votes or schedule commitments were made at this meeting beyond staff’s timeline estimates; staff will return with firm 90% plans and solicitation timelines.
