Harris Street drainage project rebid after contractor termination; phase 1 nearing finish

City staff told the Fulshear Development Corporation on Feb. 23 that the contractor on the Harris Street downtown Eastside drainage project was terminated on Dec. 5 and demobilized. Matthew, the project presenter, said a list of deficiency items was completed by Cedros Paving, including a concrete apron at FM 1093, resealed expansion joints and a storm inlet installation north of 1st and Harris.
"The contract for our previous contractor was terminated on December 5," Matthew said, and staff has since been coordinating remediation and follow-up work. Tron Electric installed the decorative light poles for phase 1; staff said a small number of receptacles remain to be completed. Landscaping for phase 1 is expected to begin next week, with staff estimating a possible March completion for that phase.
Embeco is preparing revised plans for the remainder of the project; staff said those plans should arrive imminently and the city will resolicit the construction phase this week, with a target to award in April and issue a notice to proceed in May. When asked whether revising plans or rebidding would add costs beyond previously approved amounts, staff said no additional costs are anticipated at this stage but that budget review will occur as needed.
Board members asked about resident and church impacts near the project. Staff said they maintained communication with nearby property owners and the church early in the project to explain parking disruptions and alternate routes and will continue to coordinate schedules and notices.
Staff said the project team has interest from multiple contractors and expects a good turnout for rebidding. The board did not take formal additional action beyond discussing next steps and thanking staff for the update.
