Fulshear board approves second on‑site sign for Twin Liquors at H‑E‑B complex

The City of Fulshear Zoning Board of Adjustment on Jan. 29 unanimously approved a variance allowing Aetna Sign Group to install a second on‑site wayfinding sign for Twin Liquors at 2505 Texas Heritage Parkway, adjacent to the new H‑E‑B store.

The board granted the exception after the applicant and a Twin Liquors representative said the additional sign would reduce driver confusion and safety risks inside the H‑E‑B parking field. "The main factor here is conflict reduction in parking‑lot safety," said Larry Gottzman, president of Aetna Sign Group. "It'll also be another H‑E‑B wayfinding sign, which they rely on… because of the vehicular traffic in their parking lots." Tim Lewis, regional manager for Twin Liquors, told the board the second sign would keep customers from circulating into the wrong outbuilding and reduce congestion: "That secondary sign that faces the parking field can facilitate this."

City planning staff explained that Fulshear's coordinated development ordinance typically allows a single sign facing the street and permits a second sign only when a lease space fronts two public streets or when the primary entrance does not face the street. Rodrigo Rodriguez of the City of Fulshear told the board the site did not meet the ordinance's usual criteria because a separate fuel‑service building takes the corner frontage.

Board members framed the question as one of safety and practicality. Board member Ms. Malaire moved to approve the variance; Mr. Cosby seconded. The vote was 4–0 in favor, the full quorum present required by board rules for variance approvals when one seat is vacant.

The variance applies to the sign standards identified in the Fulshear CDO and allows the applicant to install the second sign as presented to the board. No additional conditions or deadlines were stated at the hearing.
