Franklin County awards 2028 general reassessment contract to Vision Government Solutions

The Franklin County Board of Supervisors voted June 16 to award the county’s 2028 general real estate reassessment contract to Vision Government Solutions. County officials recommended Vision based on prior experience working in the Commonwealth, a single responsive proposal, and the company’s ownership of prior local appraisal teams and reassessment software.

The Commissioner of the Revenue, Margaret Torrence, and County staff told the Board they consider Vision a responsive and qualified vendor; the total estimated contract cost in the RFP response was $1,125,700 plus a $50 per-parcel charge for new construction updates. Vision’s submission described an appraisal plan, quality-control steps for field inspections and data entry, and a public outreach program to support taxpayers during the reassessment process.

Board action: The Board voted 5–2 to award the reassessment contract to Vision Government Solutions and authorized execution of the contract by county staff.

Why it matters: A general reassessment adjusts property values for tax purposes across the county. Staff said Vision’s proposal and its experience with the county’s CAMA software should reduce integration risks and produce a consistent, defensible valuation roll for 2028.

Next steps: Staff will finalize contract documents and schedule project start-up work. Vision’s timetable proposes a summer 2026 start and a January 1, 2028 assessment date.
