Trustees adopt FY27 budget and accept capital outlays including $2.5M for AgriNature Center

The Village of Los Ranchos Board of Trustees adopted the fiscal year 2026–27 budget and approved several capital outlay appropriations on July 21.

Finance director Ms. Rodriguez presented the fourth‑quarter review showing General Fund revenues exceeded projections by approximately $847,000 and expenditures were about $765,000 under budget. The village’s ending cash balance for June was reported at roughly $15.1 million. The FY27 adopted budget includes a 3% cost‑of‑living adjustment for employees, increased health‑insurance contributions and funding for several new positions (a planner, a transportation manager and an in‑house attorney). The adopted budget also invests nearly $1.9 million in capital projects and forecasts an ending cash balance of about $13.5 million for FY27.

Separately, trustees accepted several legislative capital outlay appropriations and authorized the mayor to sign required participation agreements: $100,000 for Osuna Road NW design (Osuna & 4th intersection design), $500,000 to pursue Paseo Del Norte sound‑barrier/berm work, $152,000 for a veterans memorial at Hartnett Park, $600,000 for Village Hall improvements (Old Village Hall and this building) and $2.5 million for AgriNature Center improvements and some Anderson House maintenance. Each resolution passed on roll call (typical recorded vote was 4‑0).

What’s next: staff will proceed with administrative steps to accept the funds and coordinate project scoping and design; trustees asked for master‑planning input for the AgriNature Center and close coordination on Village Hall work.
