Multiple speakers said an earlier figure near $5–5.5 million had been discussed in committee and that a new, larger estimate (as presented on the floor) required more advance notice and vetting. Legislators asked county staff to ensure qualified bidders and to explain the procurement and cost-estimate process. One legislator asked that the county pursue additional decarbonization or grant funds where possible before committing contingency dollars.
The resolutions approved included the capital amendment to the CIP (Resolution 374), the bond authorization (Resolution 375, bond authorization adopted 21–1), and related contracts (Resolutions 376–379 and 381–384). Votes and roll calls for each resolution were recorded; most passed unanimously.
