Councilmember urges bylaws and clearer emergency communication after recent weather event

Bohannon said she struggled to find procedural information when she first joined the council and that during a recent weather event she was unsure how to access emergency-related updates other than by contacting a councilmember directly; she said only one councilmember had responded to her email asking whether the town meeting would proceed. She asked the council to consider adopting operating bylaws or rules of conduct that would make procedures more transparent for both residents and councilmembers.
Mayor Joshua T. Lawson and Town Manager John B. Edwards Jr. responded that many aspects of council procedure are governed by the town charter and state law and that the Town Manager's office is responsible for handling emergency services. Lawson encouraged Bohannon to reach out as needed and emphasized the Town Attorney's guidance that councilmembers avoid certain discussions outside of official meetings. Councilmember James Pruett suggested improving the visibility of documents on the town website.
The discussion produced council agreement to improve access to procedural documents and to rely on the Town Manager and staff for emergency coordination; staff described their recent coordination with the Virginia Department of Emergency Management, the National Weather Service, the county emergency manager, and VDOT during the recent storm.
Next steps: staff will evaluate ways to improve public access to procedural documents and communications during emergencies.
