Council approves several appropriation and development items and advances zoning and housing measures

- A zoning text amendment creating alternative setback and infill standards to ease redevelopment of small, nonconforming lots advanced and passed on 3rd reading following council discussion; sponsors said it creates a by-right path for compatible infill in certain R-1 districts.
Votes on these items were unanimous or near-unanimous; several council members urged clearer project lists for sidewalk and street repair so residents know where funds will be spent.
