Matt (public works) explained that the primer is intended to create a smoother surface and help the epoxy adhere given the decision not to sandblast; he said that the primer should lengthen the time between full repaints and lead to a better long-term finish. Committee members discussed trade-offs and confirmed the cost will come from the marina fund, with extra revenue from cruise-ship activity available for the work.
A roll-call vote to add $9,000 to the project carried. Staff will proceed with the agreed scope for the Pier Head lighthouse painting and document the expense in the marina fund reporting.
