The Municipal Utilities Advisory Board voted May 4, 2026 to recommend that Poplar Bluff City Council repeal Ordinance No. 24-07, the 2024 waiver granted to Empire Comfort Systems, Inc. from the city's qualifying facility electric interconnection policy.
Manager Bach told the board that City Council had passed Ordinance No. 24-07 on Feb. 5, 2024 to waive requirements of Ordinance No. 23-49, which governs qualifying facility interconnections. "Empire Comfort Systems has not installed any inter-connecting solar panels, nor do they have anything purchased to install in the future," Manager Bach stated in the minutes, and staff said the company has had ample time to act. Based on that status, Manager Bach asked the advisory board to recommend repeal of the 2024 waiver.
After discussion, Board member Schalk moved that the advisory board recommend repeal of Ordinance No. 24-07; Talkington, who presided at the meeting, seconded the motion and the board carried it. The minutes do not describe further conditions attached to the recommendation or an implementation date; the recommendation will be forwarded to City Council for its consideration.
At the same meeting the board also carried routine procedural items. The minutes show a motion to approve the April 6, 2026 minutes (moved by Schalk; second not specified in the record) and a motion to approve the Electric and Water-Sewer check registers (moved by Littles, seconded by Ed Norton) covering Electric checks #34965-#35073, Water-Sewer checks #122001-#122084 and payroll direct deposits dated April 10, 2026 through May 1, 2026.
