Council narrowly approves beach wedding permit at Juno Beach Access 5 amid concerns about tides and parking

The Town Council approved a request for a private wedding at Juno Beach Access 5 on Dec. 21, voting 3–2 to grant the special event permit with conditions intended to protect dune vegetation and preserve public access.
Isabella Hickey, senior planner, summarized the application: setup at about 3 p.m., ceremony 4:30–5:30 p.m., about 40–50 guests and use of approximately 20 parking spaces on Mercury Road with Town Center parking as backup. She noted the event occurs outside turtle nesting season and that the access will remain open to the public.
Public commenter Cindy Wolf urged denial, saying the holiday weekend would strain parking and public use of the beach. Andy Spilos’s earlier unrelated public comment had raised concerns about a council member’s blog and called for a code of conduct, but the wedding debate centered on tide and access issues.
The applicant, Adriana Padu, said she would not proceed if tides made the site unusable and that she had instructed family to park at the Town Center. Council members required conditions including a pre‑event inspection, a post‑event inspection, staff or police presence to monitor dune vegetation protection, and adherence to the town’s ordinance prohibiting balloons and confetti.
Council voted by roll call. Mayor Wheeler and two council members voted in favor; two voted against based on the holiday timing and parking concerns. Staff will include the conditions in the approval letter and may retain the applicant’s security deposit if rules are violated.
