Union City to repair sinkholes, replace pipe and run smoke testing in Municipal Lot #1; council seeks CDBG help

Union City Borough officials told councilors Sept. 16 that sinkholes in Municipal Lot #1 require targeted pipe and stormwater repairs and testing. Streets Supervisor Bob Phillips and Borough Manager Cindy Wells said Mansfield will fill the sinkhole, replace approximately 10 feet of pipe and install a new catch basin; smoke-and-dye testing is scheduled to follow those repairs.
Council directed staff to obtain paving quotes from JT Patching and Paving and Cross Paving for repaving the repaired areas, and to notify nearby business owners and the Union City Volunteer Fire Department before conducting smoke testing. Manager Cindy Wells and Phillips said the borough is waiting on quotes before scheduling the smoke test.
To help pay for the work, the council authorized submitting a Community Development Block Grant application to Erie County for up to $100,000 to cover a portion of the stormwater repairs in Municipal Lot #1. Councilor Steadman moved to submit the application; Councilor Osborn seconded and the motion carried unanimously.
Next steps listed in the minutes include obtaining quotes for paving and preparing the CDBG application. The minutes do not record contract awards or grant approvals; those are contingent on external bids and any county-level grant decision.
