Union City Council approves parking, zoning and housing resolutions and authorizes stormwater grant application

At its Sept. 16 meeting, Union City Borough Council unanimously approved amendments to parking and zoning ordinances, a tax-exoneration resolution, endorsement of Erie County's housing plan, authorization to advertise a tenant-registration amendment, and approval to apply for up to $100,000 in CDBG funds for stormwater repairs.
Union City Borough Council met Sept. 16 at the First Global Methodist Church and unanimously approved a package of ordinances, resolutions and funding actions affecting parking, zoning, housing and local stormwater repairs.
The council voted to advertise an amendment to the borough's tenant-registration ordinance that would allow the borough to charge repeat violators more than once per year if they fail to provide required information. Councilor Steadman moved to advertise the change and Councilor Osborn seconded; the motion carried unanimously.
Councilors approved a resolution exonerating $5,563.49 in taxes on 121 East High after the Land Bank purchased the property. Councilor Kerns moved to approve the tax-exoneration resolution; Councilor Steadman seconded and the motion carried unanimously.
On housing, the council approved a resolution supporting Erie County's plan to produce a new countywide comprehensive housing plan. The county intends to use MAP grant funds and Act 137 (Affordable Housing Act) revenues from certain deed transfers; councilors noted that several borough residents have applied for Act 137 funding. The motion was made by Councilor Osborn and seconded by Councilor Steadman and carried unanimously.
The council also approved technical and substantive amendments to Parking Ordinance No. 1137 to tighten restrictions on unlawful and disabled vehicles and to alter schedules I, II and IV. Separately, it approved an amendment to Zoning Ordinance No. 1118 that adds definitions and permitted-use rules for redemption games (games of skill) and adds section 701.04 to allow accessory structures on adjoining lots. Both ordinance amendments were approved by unanimous votes.
Councilors set borough trick-or-treat hours for Thursday, Oct. 31, from 6:30 p.m. to 8:00 p.m., by motion of Councilor Steadman, seconded by Councilor Kerns.
Linking to capital needs, the council authorized submission of a Community Development Block Grant (CDBG) application to Erie County for up to $100,000 to pay a portion of stormwater repairs in Municipal Lot #1. The motion to submit the application was made by Councilor Steadman and seconded by Councilor Osborn and carried unanimously.
All motions recorded in the minutes are shown as carrying unanimously. The council adjourned the public meeting at 6:50 p.m.; an executive session on real estate, personnel and contracts followed from 6:58 p.m. to 7:42 p.m. with no action taken.
