Council accepts petition and schedules public hearing on Block 18 alley vacation

City staff presented a petition to vacate a public alley (Block 18, bound by 1st Street, 2nd Street, Douglas Avenue and Cedar Avenue) and asked the council to accept the petition and schedule a formal public hearing.
Holly Byram, the city’s contract planner with Mid Willamette Valley Council of Governments, said staff searched archival records and did not find evidence that this portion of the alley had previously been vacated, describing the item as a “housekeeping” action and recommending the council receive the petition and set a hearing for the next regular meeting. “This is an alley located under the elementary school building already,” the planner said, and recommended following the procedures in the Oregon Revised Statutes for public notifications and utility-provider comments.
A council member moved to schedule a public hearing on the petition for the next regular meeting (Thursday, Nov. 6, 2025 at 7 p.m. as stated in staff materials); the motion was seconded and approved by voice vote. Staff will solicit utility-provider comments and prepare a formal staff recommendation for the scheduled hearing.
